Taşkın afeti ülkemizde sıklıkla yaşanan, can ve mal kaybı bilançosu yüksek olan bir afettir. Bu konuda uzun süredir hem akademik hem de ilgili kuruluşlarca uygulama çalışmaları yürütülmektedir. Bu çalışmaların büyük kısmını risk ve duyarlılık haritalarının belirlenmesi oluşturur. Risk haritaların çıkarılmasında pek çok yöntem kullanılmakta ve yöntemlerin başarılı ve başarısız yönleri literatürde ifade edilmektedir. Bunlar arasında Çok Kriterli Karar Verme Yöntemleri ise en sık kullanılan yöntemlerdendir. Bu çalışmada, ülkemizde en fazla taşkına maruz kalan bölge olan Karadeniz bölgesinin sınırları içerisinde kalan Gümüşhane İlinde 1972, 1974, 2004 ve 2017 yıllarında yaşanan 4 büyük afet TOPSIS, Frekans Oran ve Entropi yöntemiyle tahmin edilmeye çalışılmıştır. Çalışma kapsamında 9 adet taşkına etki eden parametre kullanılarak yöntemlerin havza bazlı risk haritaları çıkarılmış ve 4 adet doğrulama metodu ile yöntemlerin doğruluk değerleri yorumlanmıştır. Çalışma sonucunda, bu taşkınlarda etkili parametreler çoğunlukla yükselti ve yağış olarak belirlenirken bazı havza ve metotlarda bu durum farklılık göstermiştir. Frekans Oran ve Entropi metodu risk haritalarının gerçek durumla uyumlu sonuçlara sahip olduğu, doğrulama değerlerinin 0.8 değerinin üzerinde seyrettiği görülmüştür. TOPSIS metodunun ise uyumunun daha düşük olduğu, bazı havzalarda 0.5 değeri civarında doğrulama değerleriyle tahmin yaptığı belirlenmiştir. Çalışmada 4 havza ve 4 farklı doğrulama metodu bir bütün olarak incelendiğinde, Frekans Oran metodu diğer yöntemlere göre daha yüksek doğruluk değerlerine sahip olmuştur. Bunun nedeni, Frekans Oran metodunun havza öğrenimi sonucu algoritma oluşturmasıdır.
Flood hazard is a disaster that occurs frequently in our country and has a high cost of loss of life and property. Implementation studies have been carried out on this subject for a long time by both academics and relevant institutions. The majority of these studies consist of determining risk and sensitivity maps. Many methods are used to create risk maps, and the success and failure of the methods are expressed in the literature. Among these, Multi-Criteria Decision Making Methods are among the most frequently used methods. In this study, 4 major disasters that occurred in 1972, 1974, 2004 and 2017 in Gümüşhane Province, which is within the borders of the Black Sea region, which is the region most exposed to floods in our country, were tried to be predicted by TOPSIS, Frequency Ratio and Entropy methods. Within the scope of the study, basin-based risk maps of the methods were prepared using 9 parameters affecting floods, and the accuracy values of the methods were interpreted with 4 verification methods. As a result of the study, while the effective parameters in these floods were mostly determined as elevation and precipitation, this situation differed in some basins and methods. It has been observed that the Frequency Ratio and Entropy method risk maps have results compatible with the real situation, and the verification values are above 0.8. It was determined that the TOPSIS method had lower compatibility and made predictions with validationvalues around 0.5 in some basins. When 4 basins and 4 different verification methods were examined as a whole in the study, the Frequency Ratio method had higher accuracy values than other methods. This is because the Frequency Ratio method creates an algorithm as a result of watershed learning.
