Çukurova’da tarımsal destekleme politikalarının etkinliği: nominal grup tekniği uygulaması

Abstract

Bitkisel üretimi arttırma, tarımsal üreticilerin maliyetlerine katkı sunma, sürdürülebilirlik ve verimlilik gibi amaçlarla uygulanan tarımsal destekleme politikalarının geçmişi bu politikaların kurumsallaşmasından çok daha önceye dayanmaktadır. Destekleme politikalarının etkinliğine yönelik tartışmalar, tarımsal üretim sürecindeki risk ve belirsizliklerden dolayı güncelliğini her daim korumaktadır. Son yıllarda ulusal ve uluslararası konjonktürdeki gelişmeler, gıda arz güvenliğinin önemini ve tarım sektörünün stratejik önemini yeniden hatırlatmıştır. Bu çalışmanın amacı, güncel koşullar altında, Çukurova’da, destekleme politikalarının etkinliğini tespit etmek, tarımsal üreticilerin üretim süreçlerinde yaşadıkları problemlerin öncelik ve önem sırasını belirlemektir. Çalışmada, çok sayıda orijinal fikrin türetilmesine, grubun tüm üyelerinin dengeli katılımına ve matematiksel hesaplama yöntemine dayanan yapılandırılmış bir grup karar verme yöntemi olan Nominal Grup Tekniği (NGT) kullanılmıştır. Çukurova Bölgesi’nin önemli tarım alanlarından birisi olan Kozan ilçesinde üretim yapan çiftçiler ile NGT kullanılarak oturumlar düzenlenmiştir. NGT sonuçları makro bir perspektif sunması amacıyla tematik analize tabii tutulmuştur. Tarımsal desteklemelere yönelik üzerinde mutabakat sağlanan en önemli eleştiriler sırasıyla akaryakıt ve gübre desteğinin yetersizliği, desteklemelerin planlı üretim kapsamında verilmemesi ve bu desteklerin vergi yükünü azaltmaya yönelik olmayışıdır. Tarımsal üretim sürecinde yaşanan zorluklar ise tematik olarak tarımsal girdilerin yüksekliği (%32,6), operasyonel maliyetler (%31,4), tarımsal desteklemelerin yetersizliği (%19) ve sektörel problemler (%16,9) olmuştur.

The history of agricultural support policies implemented for purposes such as increasing crop production, contributing to the costs of agricultural producers, sustainability and efficiency goes back well before the institutionalization of these policies. The aim of this study is to determine the effectiveness of the support policies in Çukurova under the current conditions and to determine the priority and importance of the problems experienced by agricultural producers in their production processes. The Nominal Group Technique (NGT), a structured group decision-making method, was used for the study. NGT sessions were conducted with farmers producing in Kozan district, one of the most important agricultural areas of Çukurova region. The NGT results were subjected to thematic analysis in order to obtain a macro perspective. The main points of criticism agreed upon regarding agricultural subsidies are the insufficient support for fuel and fertilizer, the fact that the subsidies are not provided within the framework of planned production and the fact that these subsidies are not aimed at reducing the tax burden. The difficulties in the agricultural production process were thematically high agricultural inputs (32.6%), operating costs (31.4%), insufficient agricultural support (19%) and sectoral problems (16.9%).
