Uygun İş Yaklaşımı Bağlamında Gençlerin İstihdam Olanaklarının Artırılması

Abstract

Günümüz küresel kapitalizm koşulları çerçevesinde yapılanan işgücü piyasaları gençlere insanca yaşam için gerekli olan ücret ve çalışma haklarını sağlamaktan uzak kalmaktadır. Bu durum üzerinde özellikle işletmelerin küresel rekabet baskısını, teknolojide yaşanan hızlı gelişmeleri ve verimlilik artışı sağlama zorunluluğu gibi gerekçeleri öne sürerek üretim maliyetlerini azaltma çabaları temel etkendir. Bununla birlikte 2007-2008 krizinin ardından genç işsizlik oranlarındaki büyük artış da esnek çalışma biçimi olarak ifade edilen standart dışı çalışmaları gündeme getirmesi de bir diğer önemli etkeni oluşturmaktadır. Nihayetinde yaşanan bu gelişmeler genç nüfusu uygun olmayan işlerle yüzleştirerek çalışan yoksullar durumuna sokmaktadır. Dünya’da gençlerin uygun işlere nasıl erişebileceğine yönelik tartışmalar sürmektedir. Bu doğrultuda da çalışmada gençlerin istihdam olanaklarını uygunlaştırılmasına yönelik birtakım politikalar önerilmektedir.

The labour markets, which are structured within the framework of today's global capitalism, are far from providing young people the wage and working rights necessary for a humane life. Undoubtedly, the first attempts of the neo-liberal ideology to reduce costs by arguing the escalation of global competition, the rapid developments in technology and the necessity of increasing productivity are the main factors on this situation. However, the rapid increase in youth unemployment rates, based on the economic crises in the world and especially the last 2007- 2008 crisis, brings non-standard work, which is expressed as flexible working style, to the agenda in order to solve youth unemployment in the market. All these developments put young people population in the position of working poor by confronting them with undecent jobs. There are ongoing debates around the world on how young people can access decent jobs. In this direction, some policies are suggested in the study to adapt the employment opportunities of young people.
