dc.description.abstract Qur'an is a Holy Book with conciseness, miracles, rhetoric, eloquence, statement and metaphors. Its first interlocutor's intelligence, wisdom and cognition levels should have been at the highest level. Otherwise, the Quran's value and importance didn't mean anything and Arabs who were the first address of the Quran, they would not understand anything. Indeed, all of the miracles given to the prophets had specifications, characteristics and cognitive levels of their time. Even though Arabic society related the Qur'an with poetry and magic, Allah pointed that the Qur'an is neither poetry nor magic. And Allah indicates that the Qur'an is the more perfect and unique book than the other books and poetry. Despite the low level of literacy, Bedouin, the absence of state tradition and considered ignorant by the Qur'an, the society of Arabs were the highest level of mind and reason and knowledge. Because Arabs understood this sublime message of the importance of the Qur'an, value, uniqueness and expressiveness very well and took position favorably or unfavorably. And their choices were extremely smart, deliberately and systematically. In Qur'an which addresses directly both the Arab society and whole humanity, the word 'mind' is used as a functional in 49 verses and there are hundreds of verses which have terms related to the word 'mind'. We see that Arabs understood these terms correctly and filled them with their own old trends. So Arabs as the highest level community of poetry, rhetoric, literature, and the declaration were able to catch the Qur'an with its miraculous side and by comparing the Qur'an with their oracular poems were able to see the difference between them. If the Arabs, mind, intelligence, understanding and discernment were deficient they would not notice this beaty of the Qur'an. In this article, particularly different and common sides of ignorant Arab mind and Qur'an's mind frame and generally the method that Qur'an used to persuade Arab society is studied. tr
