Gaziantep ili ar-ge merkezleri ve inovasyon performans göstergeleri

Abstract

Bu çalışma, AR-GE merkezleri faaliyet düzeyi, inovasyon ve performans ölçümünde metrik sistem kullanılarak yapılan analizlerde mevcut bilgi birikimindeki boşluğa katkı sağlamak amacıyla yapılmıştır. Bu kapsamda Gaziantep’te faaliyet gösteren toplam 11 adet AR-GE merkezinden 9’unda 2018-2019 verileri ve üst düzey yöneticilerle yarı yapılandırılmış anket tekniği kullanılmıştır. Çalışmada girdi (AR-GE personeli istihdamı, AR-GE harcamasının ciroya oranı), süreç (proje kapasitesi, iş birliği ve etkileşim) ve çıktı (ticarileşme, fikri mülkiyet yetkinliği) olmak üzere 3 temel alan ve 6 alt kategori ile 33 göstergeden oluşan, yaklaşık 9 yıllık çalışma sonucu oluşturulmuş, AR-GE Merkezleri Performans Endeksi kullanılarak uygun göstergeler araştırmaya uyarlanmıştır. AR-GE merkezlerinin performans durumu, AR-GE, inovasyon uygulamalarında yer alan girdi, süreç ve çıktı düzeyinde performans değişikliği ile performans ölçme çeşitliliği araştırılmış, betimsel analiz yapılarak AR-GE merkez profilleri çıkartılmıştır. Araştırma AR-GE merkezleri ve inovasyon göstergeleri arasındaki durum analizi ile AR-GE merkezleri bölgesel sorunlarının, sosyo-ekonomik açıdan çözümüne, ülke refah seviyesine katkı sağlama noktasında önem arz etmektedir.

This study was carried out to contribute to the gap in the existing knowledge by using metric systems in R&D centers’ activity level and innovation and performance analysis. A semi-structured questionnaire technique was used on senior managers by using 2018-2019 data in 9 R&D centers operating in Gaziantep. The study consists of 3 basic areas, 6 sub categories, and 33 indicators: input (personnel employment), process (project capacity, cooperation, interaction, and output (commercialization, intellectual property competence). Indicators were selected using the R&D Centers Performance Index, which was created as a result of nearly 9 years of work. The performance level of R&D centers, the performance change at the input, process, and output level in R&D and innovation practices, and the diversity of performance were investigated, profiles were created by descriptive analysis. This study is important in terms of contributing to the socio-economic solution of regional problems of R&D centers and the welfare of the country
