dc.description.abstract In 1886, in the reign of 11. Abdillhamit, Ottoman Empire started to utilize from the submarines. However the important projects for increasing the power submarines in the empire were applied by the Committee of Union and Progressive (CUP) that took power by means of coup d'etat of Sublime Port in 1913. In that process, Naval Minister Djemal Pasha who was a member of the Committee of Union and Progressive (CUP) became very influential. However the emergence of the First World War prevented these mentioned projects from being applied. tr
