Güneydoğu Anadolu Bölgesinde yapı denetimi uygulaması ve yeni bir yapı denetimi modeli önerisi

Abstract

Bu çalışmada, Güneydoğu Anadolu Bölgesindeki yapı denetim uygulaması incelenmiştir. Çalışmada, bölgede faaliyet gösteren yapı denetim kuruluşlarının uygulamaya yönelik karşılaştıkları sorunlar araştırılmıştır. Çalışma sürecinde bölgedeki yapı denetimi işleyiş sistemi araştırılmış ve işleyiş sistemindeki sorunlar irdelenmiştir. Bu sorunların giderilmesi için bölgede anket çalışması uygulanmıştır. Bu anket çalışması bölgede bulunan yapı denetim firmalarının, yapı müteahhitlerinin ve ilgili idarelerin bu konuya bakış açılarını değerlendirmek amacıyla yapılmıştır. Yapılan anket çalışmasında bölgedeki yapı denetim sisteminde karşılaşılan sorunlar ve nedenleri tespit edilmeye çalışılmıştır. Bu sorunlar karşısında çözüm önerileri getirilmeye çalışılmış ve yeni bir yapı denetim modeli hedeflenilmiştir. Yapılan çalışmada ortaya çıkan sonuç, yapı denetim sisteminin ülkemizde sağlıklı olarak yürütülmediğini göstermiştir. Yapı denetimde rol alan bütün tarafların üzerine düşen görevi eksiksiz yapması gereği ortadadır. Bu çerçevede ilgili Bakanlık bazı düzenlemelere gitmiş ancak yapılan düzenlemelerin sorunların çözümü için yeterli olmadığı görülmüştür.

In this study, building supervision practice in the Southeastern Anatolia Region was examined. In the study, the problems faced by the construction supervisory organizations operating in the region were investigated. In the study period, the structural inspection operation system in the region was investigated and the problems in the operation system were investigated. The questionnaire survey has been implemented in order to solve these problems. This survey was conducted in order to evaluate the views of construction supervisors, building contractors and related administrations in this area. In the questionnaire survey, the problems and causes in the building supervision system in the region were tried to be determined. In the face of these problems, solutions have been tried to be proposed and a new building supervision model has been targeted. The research shown that the construction audit system has not been applied healthy in our country. All the parts of construction audit system must fulfill responsibilities. So the concerned ministry performed some arrangements, but these arrangements have not been enough for the solution of problems.
