Kıbrıs meselesi, “dava”dan “sorun”a: bir dış politika sorununun söylemsel ve anlatıbilimsel çözümlemesi

Abstract

Bu çalışma, anlatıbilim yönteminden yararlanılarak, Kıbrıs meselesinin doğuşunu, davadan soruna dönüşüm sürecini ve durumun kamuoyuna yansımasını çözümlemektedir. Çalışma, Ada yönetiminin İngiltere’ye geçici devri (1878) ve Kıbrıs Barış Harekâtı (1974) arası dönemi kapsamaktadır. Bir yeniden yapılandırma olan bu çalışmanın özgün tarafı, Kıbrıs konusunun, söylemlerin analiziyle değerlendirilmesidir. Anlatıbilim, belli bir mekân ve zamanda geçen bir olay örgüsünün, dönemin aktörlerinin söylemleri üzerinden analiz edilmesidir. Yönteme uygun olarak, dönemin Kıbrıs gazeteleri, basın bültenleri ve raporları, Girne Millî Arşivi ve Lefkoşa Millî Kütüphanesi arşivinden taranmış ve kendi dönemlerine damga vuran siyasî aktörlerinin söylemleri tespit edilmiştir. Bu verilerle, Ada’da yaşayan iki halk (Türkler ve Rumlar) arasında cereyan eden olaylar ve Türkiye, Yunanistan ve İngiltere’nin duruma müdahale süreçleri değerlendirmeye alınmıştır. Sonuçta, ülkelerin Kıbrıs meselesini farklı değerlendirdiği; konunun, Kıbrıs Türkleri için bir mücadele olduğu, Yunanistan ve Rumlar için bir mesele olduğu, Türkiye için millî bir dava olduğu, uluslararası platformda ise sorun olarak görüldüğü tespit edilmiştir.

The present study analyses the posing of the Cyprus issue, its transformation from being a case to an issue and reflection on public opinion by way of narratology method. The study covers the period between the temporary transfer of the administration of the island to United Kingdom (1878) and Cyprus Peace Operation (1974). The authenticity of this reconstructing study stems from evaluation of the Cyprus issue by way of analyzing the discourses. In accordance with narratology, Cyprus newspapers, press bulletins and releases of the time which are available in Kyrenia National Archives and Nicosia National Library have been reviewed and discourses of the political actors who left their marks on their period have been identified. Basing on the data obtained from archives, the events that took place between the two communities living on the island (Turkish and Greek Cypriots), and processes and ways of intervention of Turkey, Greece and United Kingdom are assessed by way of discourse analysis. Consequently, it is observed that each intervening country has addressed the Cyprus issue differently. In other words, it is observed that this issue is regarded as a struggle by Turkish Cypriots, an issue by Greece and Greek Cypriots, a national cause by Turkey and a problem at international platform.
